URLs are restricted to a small ASCII alphabet. Anything outside that alphabet — spaces, accented characters, emoji, CJK — must be percent-encoded as %XX sequences before it can travel over the wire. Conversely, a percent-encoded URL must be decoded back into characters before a human can read it.
This tool encodes and decodes URLs with the encodeURIComponent and decodeURIComponent semantics by default — that's the right choice for query values, path segments, and fragments. Switch to Full URL mode to use encodeURI / decodeURI, which leaves reserved characters like /, ?, and & untouched.
It is UTF-8 safe, so non-ASCII characters round-trip correctly. The output updates live as you type.
